She has a diverse client portfolio including private health enterprises, County hospitals, and Public Health Agencies. Engagements have included a wide range of activities from MPI Integrity with corporate IP, "SurePatient" to EHR implementations, Program Management, Integration support, Legacy Data conversions, hospital CEO Advisory, and staff augmentation.

James Hoover is a seasoned technology executive and serial entrepreneur. Throughout his career James has launched several successful technology-consulting firms in the past and most recently joined the founding team of Medarcus, a Healthcare IT services firm based out of Washington, D.C.
James is also the General Partner of Taveekan Capital; a small private equity fund focused on IT consulting firms in the Washington DC Federal market, specialty finance, and healthcare IT.
Ali Shefizadeh, MD, MPP has over ten years of leadership experience as the Director, COO, and CEO of hospitals and multi-site ambulatory care systems. He is an operator and strategist with strong project management experience, including in the implementation of health informatics platforms that bring together IT and clinical leaders to provide more focused, patient centered, and cost effective solutions.
James has an extensive healthcare IT career spanning 33 plus years. His introduction to the MedSeries4 (Cerner MS4) application began back in 1984 working as an implementation specialist. He took an IT Director position in 1990 with the Legacy Health System in Portland, Oregon and worked there for 12 years. He became a consultant after that and continued for 15 years working in various roles. James gained a great deal of experience and knowledge in the healthcare IT and the Revenue Cycle arena, and his latest contribution was to the Dignity Health EHR Implementation for last 7 years. James has an undergraduate degree in Accounting and an MBA degree with emphasis in the International Business Management.
Layton Welborn, Chief Architect of the Medarcus legacy archive solution and is one of our Sure Patient developers. Layton holds experience that includes enterprise wide data conversions which include clinical and financial data from legacy EHR’s and clinical systems to most major EHR’s. Layton’s most recent experience is supporting Medarcus clients nationwide and with Scripps Healthcare based in San Diego, California. Layton is Epic Bridges Certified.
Dr. Duncan, DHSc, MHSA, RHIA, is a dedicated HIM professional with experience in multiple Health Information Management specialties. She has served as the HIM project manager for several full-cycle large scale EMR migrations for Cerner and other EHR systems.
Dr. Duncan has extensive experience in analyzing, developing and redesigning workflows and HIM processes. She is highly competent in training both clinical and non-clinical staff via traditional classroom settings and leveraging online and web-based platforms. Dr. Duncan has created curriculum for HIT programs, served on several college advisory boards and served as department chair of an accredited HIT program.
Dr. Duncan is experienced navigating and managing EMR implementations, identifying best practices for compliance with Meaningful Use, and working directly with The Joint Commission and CMS surveyors. Also, Dr. Duncan is skilled in developing test scripts for EMR applications.
She received her Doctorate in Health Sciences (global health concentration) from A. T. Still University in 2019, a Master of Science in Health Services Administration from Central Michigan University in 2007, and a Bachelor of Science in Health Information Management from Tennessee State University in 2005. She has held her RHIA credential since 2008.
